Glendale Police steal a car,commit road rage,and allegedly have sex with a suspect's estranged wife

If the residents of the City of Glendale, CA can't steal cars and not be charged with some type of crime, why can the polcie? The City Attorney has chosen to not prosecute them even with all of the evidence. It would make them look bad. Yes it is possible for them to look worse than they already do. Who knew? Enjoy and keep in mind that when the news says it, its true. Yet when the people record it and post it on youtube, they are outcasts or maybe even criminals.
